he is a restricted free agent(RFA) meaning that Dallas has the right to match any teams offer that they give him.
plus Dallas tendered him with a first and third round. which means if some crazy team like the Bears or Titans offer him a boat-load of money and Dallas cannot match, that team will be needing to give up a first round draft pick along with a 3rd rounder this year.

The Cowboys have put the highest tender possible on him at like 2.53 million for a season. He will most likely remain with the Cowboys unless some other team offers him a higher bid, in which the Cowboys will have to match that bid. But in all reality, Marion Barber will be a Cowboy next season.
Jerry Jones is just trying to buy some time with him until they are able to get him a long term deal.

They`ll resign him because they are going to let Julius Jones go so i dont think they would want to give up 2 good running backs.
Right now he's in a psotition that he can be traded OR he can be re-signed.
He's going to stay with the Cowboys. It's going to cost Jerry a lot of money though, but it is worth it. Look what he did last year, without being the starter.
